Process for creation

Legislation is created by government. Regulations are created by Council and they help regulate the profession. If Council determines a need for a regulation, it will develop a draft and circulate it to stakeholders for comment. The comments are reviewed and incorporated into a final version. Council drafts by-laws and circulates them for comment to stakeholders before final approval.
